cmd does not open in PyCharm

The terminal does not open in PyCharm, PyCharm latest version, Windows 10 x64. Tried running as admin, the project path in project settings is correct, the path to cmd is cmd.exe.

asyncio implements cooperative multitasking. This means that the websockets library must cooperate (provide the ability to cleanly close connections). A bug was opened on websockets.
