How to implement confirmation of a record or reading in the folder?

Hello! How can I control the folder in the Python code?
For example: I follow the /Home/Igor/Desktop, when I try to do anything with the folder/file in the folder, I get a request: some kind of program is trying to do something in such a file/folder, and then either reject it.
