How to give a MUTE for a minute if someone spams the bot in Telegram?

I made my bot in Telegram with fairly simple functions. The problem is that literally one person can overload it with simple spam using one or more commands, and it throws an error.

Here is the error: Error - Telebot: "A request to the Telegram API was unsuccessful. Error code: 429 Description: Too Many Requests: retry after 13"

I would like the user who, for example, sends 10 messages in a short period to receive a mute for a minute and a message like "Haha, caught a spammer".

The bot is written in Python using Telebot (or PyTelegramBotAPI), and the whole thing is hosted on Heroku.
