Eclipse won't start: "Java was started but returned exit code=13" after installation

Hello everyone! I'm a beginner in Java development, trying to set up the environment for learning. I installed JDK 21 (downloaded from the official Oracle website), then downloaded Eclipse IDE for Java Developers (latest version). But when trying to launch Eclipse, I get the error:\n\n"Java was started but returned exit code=13"\n\nI checked: Java is installed, `java -version` in the command line shows version 21.0.1. The JDK path in the JAVA_HOME environment variable is set: `C:\\Program Files\\Java\\jdk-21`. I also added `%JAVA_HOME%\\bin` to PATH.\n\nI tried launching Eclipse from the command line with the `-vm` flag, specifying the full path to javaw.exe — same result. I reinstalled Eclipse three times, downloaded different versions (2023-12, 2024-03). On another computer with Windows 10 everything works, but on my Windows 11 it doesn't.
