Como usar corretamente o NSNotificationCenter addObserver em Swift?

Olá a todos! Sou novo em Swift e estou tentando entender o mecanismo de notificações. Preciso que, ao alterar as configurações no aplicativo (por exemplo, mudar o idioma), todas as telas ativas sejam notificadas.
