How to create a databreSQL database?

There is an application (blog) how to create a databreSQL database. The code is fully working, the sources on the hithabe. Everything seems to be clear, except for one - how to create this very DB? The application itself launches on a local server using virtoalenv
at least Readme has “Text Hint”, but I don’t understand where to insert this very Text Hint?
