"command 'arm-linux-gnueabihf-gcc' failed with exit status 1" when installing PycURL

I have a HummingBoard (Cubox-i) running Debian.

I'm trying to install PycURL via pip install pycurl. It gives the following error:

error: command 'arm-linux-gnueabihf-gcc' failed with exit status 1.

arm-linux-gnueabihf-gcc also cannot be installed:

E: Unable to locate package gcc-arm-linux-gnueabi
